At planning stage, our preliminary designs have sufficient detail to demonstrate safety, functionality and policy compliance. They are tested for buildability and technical approval from the first sketch and developed into detailed designs for construction.
Section 278 agreements cover works to the existing highway, such as new site access and junction improvements. Section 38 agreements relate to the construction of new streets offered for adoption. We agree the design with the highway authority and manage the technical approval process, including licences under Sections 171 and 184 of the Highways Act 1980, so that works can be programmed with confidence. While the legal drafting remains a matter for the parties’ solicitors, our technical inputs, approvals and supporting documentation form the basis of the agreement.
Our highway designs are pragmatic, commercially viable and deliverable, aligned with guidance such as Manual for Streets, Manual for Streets 2, Active Travel Act (Wales) Guidance, LTN 1/20 and DMRB, as applicable.
Where required, we also design and coordinate off-site mitigation and improvements works identified through Transport Assessments or secured through Section 106 obligations. By engaging proactively with highway authorities and stakeholders, we help resolve issues early, reduce project risk and provide greater certainty of programme and delivery.
Apex provided transport planning and highways advice to support the redevelopment of the former Miskin Primary School site, delivering affordable housing through the reuse of an existing community building.
The proposals transformed a redundant school building into new homes and required amendments to the existing site access to ensure suitability visibility was provided onto the highway network.
