Travel Plan Coordinator services are typically required to discharge a planning condition or S106 obligation, with the developer or freeholder appointing a TPC to deliver the approved Travel Plan over its monitoring period (usually five years). We act as the day-to-day point of contact for the local authority’s Travel Plan Officer or sustainable transport team, as well as for the development team and occupiers, providing the support needed to keep the obligation on track.
Our approach is pragmatic and flexible, recognising that travel behaviour evolves over time. We work with site occupiers, managing agents and local authorities to promote sustainable travel measures, monitor performance against agreed targets and report outcomes clearly.
Our typical Travel Plan Coordinator outputs include:
– Baseline travel survey, typically within the first 6 months of occupation
– Annual modal split surveys and monitoring reports
– Ongoing implementation and promotion of agreed measures
– Engagement with site occupiers, managing agents and the local authority
– Review and adjustment of measures where targets are not being met
– End-of-period review and, where required, resubmission or extension
This ongoing support helps ensure Travel Plans remain effective and compliant throughout their lifespan.
Apex Transport Planning provided transport planning and highways support for the development of a new boarding accommodation hub and associated teaching facility for Cardiff Sixth Form College as part of a two-site campus in Cardiff Bay.
We prepared a Transport Statement and Travel Plan to support the planning application, with the Travel Plan, setting out practical measures to encourage sustainable travel by students, staff and visitors. We are now continuing to support the College with the implementation of the Travel Plan as the campus is constructed.
This includes the production of supporting promotional materials, surveys and transport-related policies.
