Apex Transport Planning provided transport planning and highways advice to support the redevelopment of the former Miskin Primary School site, delivering affordable housing through the reuse of an existing community building.
The proposals formed part of a wider regeneration project led by Trivallis, transforming a redundant school building into new homes while retaining the site’s role within the local community.
The site is located within an established residential area on School Road and is accessed via an existing crossover arrangement with constrained visibility due to the adjacent property boundary.
The key transport challenges were to demonstrate that the proposed residential use could be accommodated safely on the highway network and that a safe access arrangement could be achieved. It was also necessary to confirm that the change of use from a former school would not result in unacceptable traffic or parking impacts on the surrounding network.
We prepared a Transport Statement to support the planning application, focusing on access arrangements, visibility, parking provision and trip generation, alongside consideration of access by sustainable modes of travel.
A detailed review of the site access was undertaken, including assessment of existing visibility splays and prevailing traffic conditions on School Road. This demonstrated that, with a minor revision to the access layout and an understanding of conditions in the immediate vicinity, vehicle movements could be accommodated safely.
The assessment also compared the historic travel patterns associated with the former school use with those forecast from the proposed residential development, confirming that the proposals would not result in unacceptable impacts on the surrounding highway network. It was also demonstrated that the proposed parking provision and layout were suitable to accommodate anticipated demand and vehicle manoeuvring.
Planning permission was successfully granted in 2022, confirming that the proposed redevelopment could operate safely and acceptably in transport and highway terms.
The approved scheme enables the delivery of affordable housing through the reuse of a former school building, supported by safe access arrangements and without adverse impacts on the surrounding residential area.
