Air Quality and Noise: transport inputs

We provide transport inputs to air quality and noise assessments to support planning applications, working closely with relevant environmental specialists, as required.

This typically includes the provision of robust traffic data to inform assessments, such as 18-hour and 24-hour link flows, inclusive of total traffic flows and HGV percentages.

Our work supports the recognised UK guidance these assessments are prepared against: EPUK/IAQM ‘Land-Use Planning & Development Control: Planning for Air Quality’ (2017) on the air quality side, and the Department of Transport’s Calculation of Road Traffic Noise (CRTN, 1988) for noise. Where a site lies within or close to an Air Quality Management Area (AQMA), we consider the implications carefully and tailor traffic data to the specific tests the assessment must address. For schemes in London, we provide the transport inputs needed for Air Quality Neutral (and where required, Air Quality Positive) assessments under London Plan Policy SI 1, including vehicle trip rates, fleet composition and emission factor inputs.

Our input ensures consistency between the air quality and noise assessments and transport submissions, supporting coordinated planning evidence.

Cardiff Peninsula

Apex provided transport planning and highways advice to support an outline planning application and Environmental Impact Assessment for a proposed development at Cardiff Peninsula, which is a major mixed-use waterfront regeneration scheme.

The proposals comprise approximately 1,000 residential apartments, 300 co-living units, 11 townhouses, a 220-bed hotel, around 30,000 sqm of employment space, alongside retail, food and drink, community and leisure uses.

As part of the support, Apex provided air quality and noise flows for use in the relevant chapters of the Environmental Statement. These covered an extensive network and factored peak hours, where needed, to 18 hour and AADT flows.

Apex provided transport planning and highways advice to support an outline planning application for the Cardiff Peninsula development, a major mixed-use waterfront regeneration scheme.

The proposals comprise approximately 1,000 residential apartments, 300 co-living units, 11 townhouses, a 220-bed hotel, around 30,000 sqm of employment space, alongside retail, food and drink, community and leisure uses. The proposed masterplan will create a new and vibrant waterfront development for the community to live, work, relax and visit.

Apex prepared a Transport Assessment and Framework Travel Plan to support the application, with a particular focus on sustainable connectivity, active travel and reducing reliance on the private car.

Cardiff Peninsula

Apex provided expert highways and transport consultancy support for a proposed residential development of 125 homes at Farleigh Fields West, Backwell. The project progressed to a Public Inquiry, where Apex acted as expert witness for highways and transport matters.
