We typically prepare a framework Construction Traffic Management Plan that applies transport planning expertise at an early stage to establish the principles, measures and mitigation to be adopted. This provides a clear and robust basis for agreement with the highway authority as part of the planning process, reducing risk and helping to avoid delay later.
Our framework plans consider construction timescales, phasing and anticipated vehicle movements, alongside practical measures to manage construction traffic on site and control access and routing on the highway network. This early input helps identify constraints, inform mitigation requirements and ensure proposals are realistic and deliverable.
This may include temporary access arrangements, highway modifications or traffic management measures.
We also consider the implications of deliveries by abnormal load movements, where relevant, ensuring appropriate access, routing and management measures are identified at an early stage.
The framework plan can then be adopted by the appointed contractor and, where necessary, refined in line with their construction methodology before a final version is agreed, typically through the discharge of a planning condition. The approved plan is then used as a working document throughout the construction phase.
Apex Transport Planning provided transport planning and highways advice to support a full planning application for the Bengrove Solar Farm, a circa 15MW renewable energy development on land east of Base Lane, Sandhurst, Gloucestershire.
The proposals comprised the installation of photovoltaic solar panels across approximately 24 hectares of agricultural land, together with associated infrastructure, access tracks and security measures.
