Apex provided transport planning and highways advice to support redevelopment proposals at Innsworth House, Gloucester.
The proposals comprised residential redevelopment on previously developed land within an established urban area, brought forward by Lantar. The scheme contributes to the efficient reuse of land to deliver new homes within a sustainable settlement location.
The key transport challenges related to demonstrating that the proposed redevelopment could be accessed safely, provided appropriate parking provision, accommodated servicing movements and was well connected by sustainable modes of travel.
It was also necessary to confirm that the scale of development proposed would not result in unacceptable traffic impacts on the surrounding highway network, particularly during peak periods, and that the proposals would integrate effectively with the existing and future residential context.
We prepared a Transport Statement to support the planning application, addressing access arrangements, parking provision, trip generation and highway safety considerations.
The assessment included a review of existing traffic conditions on the surrounding highway network and an analysis of forecast vehicle movements associated with the proposed residential use. This demonstrated that the level of development would not result in a material increase in traffic and that the local highway network could accommodate the proposals without material adverse impact.
A suitable access arrangement was designed to support the planning application, demonstrating that appropriate visibility could be achieved and that vehicles could safely enter and exit the site. The internal layout and parking provision were reviewed to ensure that vehicle movements could be accommodated safely within the site, including adequate turning provision so that vehicles could manoeuvre without reliance on the public highway. This was informed by swept path analysis.
Parking provision was assessed against local standards and the characteristics of the development, demonstrating that the proposed level of parking would appropriately meet anticipated demand and would not result in overspill parking on surrounding streets.
Planning permission was successfully granted in 2022, with the local planning and highway authorities confirming that the proposed development was acceptable in transport and highway terms.
The approved scheme delivers new homes as part of a residential led redevelopment, supported by safe access arrangements, appropriate parking provision and a transport strategy that is well integrated with the surrounding highway context.
